Your UVB is always mounted/placed directly above the animal on the basking area. In the first one, it's 18" tall. The UVB needs to be within 8-12" for most bulbs to deliver the effective strength of UVB. Most strip lamps for the florescent tube are 3" wide. 18-3=15" to the floor of the viv. So, in the first one, you'll need to have a perch at least 3" off the floor where the reptile basks.

The first one offers a larger viewing area than the second. It's really just a matter of personal preference.

Good luck and enjoy your dragon.
